Yea, I've seen that cartoon. This one is a bit more informative:

It certainly is damning of Republicans. While I hate siding with them in any way or form, let's not forget that a good portion of that spending is attributed to Congress, so the President isn't 100% to blame but certainly doens't have clean hands at the same time.
